IBU is the largest European program operator focused on construction materials. 2024 rule tweaks you cannot ignore
A new PCR Part A applies to projects started after 30 April 2024. It clarifies renewable-energy reporting and folds in ECO Platform calculation rules plus EN 15941 data-quality checks (IBU, 2024). Projects already underway have until 29 October 2024 to submit under the old rules.

Fee horizon: budget now for 2025
Verification fees rise from €2,000 to €2,700 for EPDs submitted on or after 1 September 2025 (IBU, 2025). Submitting product families together still unlocks steep discounts, and tool-generated EPDs keep their lower review rate.
Common pitfalls and quick fixes
- Waiting to pick mutual recognition targets: decide early so extra national requirements (France’s PEP rules, US PCR add-ons) can be modeled in the first LCA run.
- Forgetting verifier lead times: IBU’s roster is tight, and peak demand can stretch reviews past eight weeks. Reserve a verifier slot when your data collection starts.
- Missing digital handover: feed datasets to IBU.data so your EPD appears in BIM tools automatically. Planners increasingly expect a one-click import.
Fast-track checklist
- Lock in your product’s governing PCR and any regional variants at kick-off.
- Gather primary energy, waste and transport numbers to EN 15941 quality levels on day one.
- Book a verifier and flag whether you plan mutual recognition so they can apply additional checks in parallel.
- Build your LCA using a tool that exports directly to IBU’s XML template. Manual copy-paste is where weeks evaporate.

If Europe is on your sales roadmap, IBU remains the most widely referenced badge. Nail the new PCR rules, secure a verifier early and bundle similar products to soften 2025 fee bumps.
